doubt it, as any usage of that motion would remove energy from it and thus bring it to an end sooner or later. An Interesting scenario would be, if not motion energy is drained but instead time energy, when these crystals would be used for energy production. Maybe by using the motion of these time crystals to create energy, the reduced energy doesn't slows the crystals down, but instead slows down the time, i.e. reducing time energy.

I think it's more likely to create an Asgard Neutrino-Ion-Generator which uses the omnipresent Neutrino movement to create energy, than using these time crystals.
