How about special AI aircraft which get a 10min delay suicide muzzleflash anim on their weapons?
Then, once the AI used the aircraft and let them shoot, they destroy themselves after 10min.

-the AI has enough money to mass produce aircraft anyway, so it wouldn't matter if the aircraft kill themselves after a while
-if the helipads/airfields are full, the empty, never reloading aircraft can die anyway
-you would reduce the masses of AI aircraft
-due to the constantly killed teams, you would refresh the AI attack script and thus make sure the AI attacks more reliable/ more often. Right now you can deliberately spare the attacking aircraft, so the AI sooner or later stops its air attacks due to full teams with no ammo standing in its base.
