In what load order are these ini files loaded? do any mix files files take precedence over others? In what mix files can you place em?

If the rules*.ini are in the game folder, other instance of it are ignored (I assume that's how it works) and they get loaded.
If no rules*.ini present in the game folder but present in ecache*.mix/expand*.mix, they get loaded and rules*.ini in the ra2*.mix will be ignored.
And then there's one in the games mix file, as I have stated before.
The game will load it normally if no other rules*.ini is present.
I'm quite sure they work just fine in any mix files.
But I'm sure our veteran modders can help clear it out for you more than I do.

Thanks a lot Graion. One more question, what mix files can rulesmd/rules.ini be loaded from? I see your link mentions the MIX files where INIs are usually located in but I'm not sure what MIX files the game loads you can place rules/rulesmd.ini in.

I need to be able to check a player doesn't have a modified rules.ini file. Maybe it would be easier to just place a rules.ini file inside the game folder when launching the game? I'm injecting my own code in the game on startup so I can have it read a custom filename for the rules files...that's already done for RA1.

For TS, rules.ini precedence

Game folder > patch.mix > expandXX.mix > tibsun.mix(local.mix)
And expandXX.mix > ecacheXX.mix. (Never checked other mix files)

In TS, ecacheXX.mix can be inside expandXX.mix. Firestorm.ini/maps can override values.

In RA2/YR, patch.mix isn't there and ecache*.mix cannot be inside expand(md)XX.mix.
RA2 won't check *md*.mix and likewise YR. Don't remember now but YR 1.000 and 1.001
versions behave differently.

RA2/YR has MPModes also, so precedence:
Maps values > MP Mode ini values > rules*.ini values
