IvanBombs and ShrapnelWeapon

I'm sorry, I don't understand. This sentence appears pretty much without context, and I'm not sure if it means:
a) IvanBombs can now be set ON ShrapnelWeapons? (ie fire on something, the shot fragments into ShrapnelWeapon and anything hit by fragments gets an IvanBomb attached)
b) IvanBombs can now HAVE ShrapnelWeapons? (ie the IvanBomb detonates and fragments into ShrapnelWeapons upon detonation)
If it's b), how do I define it? IvanBombs don't have projectiles (only the weapon ATTACHING the bomb has a projectile), so how? Do I set ShrapnelWeapon on the attaching weapon's projectile, and it will then fragment not upon hitting the target, but upon the IvanBomb detonating? Or how do I set it? _________________
