U use what's in RA2. For an example... The Grand Cannon and a simple tank have different Weapons and WarHeads but they have the same logistic (different ranges, dammage, verses).

erm... you can make weapons too, just so you know. I don't have the time to write a tutorial on the topic at the moment, maby someday I will though. Its not that difficult.

You can make new animations and sounds. Even without those, you can do many things with coding new warheads and projectiles.

You may be getting confused with RA1, which you could only modify existing things.

No, it's not. It's limited and sometimes it corrupts your rules.ini. So, I still recommend Wordpad and similar tools.

notepad if you have XP and the Deezire Tutorials.

Newbie: Person who is new to something

N00b: Person who might not be exactly new to something but acts like a fucktard veteran and doesn't have even half of the knowledge/skills that they claim to have.

I use Will's INI editor 2. Basically it is word but any thing contained it [ ] brackets show up on a list on the left and it will take you there. Its just a Notepad with a navigation system kinda. Easier than searching when you cant remember all the internal names.

I can understand why the AR2 staff pefer pure usage of notepad/wordpad.

An editor will always be limited regardless of how good the programmer.

It can be very confusing but with a bit of experimentation (why do people never do this?) you can achieve great things with a bit of patience.

I use INI Editor 2 a lot, but Will didn't make it; OmegaRed did. Will's INI Editor is similar, but it was never fully developed.

I normally just keep to notepad cos I'm kinda old skool and I mainly know what I am doing.

However I have heard some very positive stuff about DCoder's and Psycho's A.I. ini programmes.

I'm mainly anti-editor cos they have made so many of those rubbish "change" one thing mods like 10 navy seals in a paradrop o r super fast, powerful units called extractor or something with missing cameo.
