does anybody have one? i want it like this

Flag? You mean these small flagpole buildings with a country flag on them?
You can photoshop one together yourself. It's only an image slightly skewed, scaled and rotated.

That's even easier.
Take a logo, scale it down, convert to SHP (or whatever format the game uses for them. could be also pcx)

The way to go
-start XCC Mixer
-open the mix files and look for the original icons/logos
-extract one
-change the image
-put the image in the games folder (or a new mix file)
done

Copy an allied and soviet flag to PNG with Mixer.
Open the PNG in Paint
Remove flag, reposition faction logo
Save
Copy PNG to SHP with Mixer
???
PROFIT!

It's not that hard, really.

I think he just wants replace the miniflags in skirmish screen which are just simple PCX, game not use shp for them.

Anyways, it's best that you start learning to do this stuff yourself than file a requests for the most simplest of tasks possible and this is pretty easy one.
