Short answer - they don't have enough building graphics.
Long answer - Firstly, they don't have enough building graphics, especially build-up animations, which are essential for a playable faction. Unfortunately active 3D modelers/animators (not counting voxelers) are a rarity in the classic C&C community, which leaves many mods, TI included, perpetually craving for new building art. Even MO, despite its popularity, has only placeholder buildups for all of its Foehn buildings.
Secondly, GloboTech has long been the explanation for the various tech buildings scattered around in skirmish maps. If GloboTech become a multiplayer faction one day, there's still the task of replacing all of the preplaced tech structures with new ones. Having capturable GT buildings would give no advantage to GT players and thus would be greatly unbalanced. _________________ QUICK_EDIT

Pretty much this. Besides, they're a military firm, not a superpower like Nod or GDI. Honestly in some ways I feel like they already have too high of a significance in the storyline.
Besides, if a 3rd faction is introduced, I would so much rather it be the Forgotten QUICK_EDIT
