What's the CellSpread= value on that warhead? It won't affect air units if they're too far from the impact area.
That tag affects only warheads that detonate on ground (or on the bridge), not those that detonate in air - those always dealt damage to air units caught within their CellSpread. Also, the area that air units are checked for damage is a sphere, not a cylinder, so units can evade damage if they fly high enough above the target.
If that first rocket being 10 is right, it looks like it's somehow doubling the distance to air units which according to ModEnc is supposed to be halved, so instead of being 1024 leptons away its 2048 (8 cells) so a 10 CellSpread that hit in that spot, will miss because of the way the circle is drawn. If it had hit the cell above, or below it, it would've hit, but not to the left or right.
BUT the Gun shot of 5.5 hit in which the center of a kirov is on the very edge of 5.5 so it's not doubled so that entire thing is thrown out the window. I'd say it's only working if it hits the same cell, but then the 30 cell wouldn't work, so ztype if I know.
