Roads are made from terrain (TMP) files, you can find them in the mix files named after the different map types (isotemp, isosnow, isourb) The files also use theater specific file extensions, so temperate use .tmp, snow uses .sno files & so on.

You can open them using the XCC TMP editor, to edit them you have to coping the files image from the TMP editor into a graphics editing programs (GIMP, Photoshop, etc) & then after making the changes you want copy it back to the TMP editor & save.

Once you have made your new TMP files you'll need to add them to the terrain ini files (temperate.ini, snow.ini etc) just like you would a new unit, then you'll be able to add them to a  map with FA2.
