The random frequency and volume shift bounds.

If you use a single value it will vary by that much up and down total, alternately you can set lower and upper bounds to bias the randomness.

It will make more sense when you start using it on things like the dog barks where slight changes are notable, don't expect to notice on explosions.

Why wouldn't you simply let your dog bark one more time and record it. I can guarantee even the same dog barks differently every time.

Simple answer for a simple question: Recording sound used to be a lot more expensive back in 2000.
