Hover Aircraft

Is it possible to deploy aircrafts in the air or make them be stationary in the air when not given a move command (instead of trying to return back to the airfield)?

Only if you make them BalloonHover vehicles instead (See SCHP)

Do you want both behaviours on a single unit, or do you want the unit to behave like a Jumpjet / helicopter?

Only one of those on a single unit is enough, ya basically like a helicopter but that can't land anywhere except on the airfield to reload weapon.
