PPM has the Public Project Announcements for this specific purpose. Don't be intimidated by the fact that your project would be the first one there related to C&C: Remastered Collection.
And finally, a tip. You need to be able to convince people. Showing your skills or a more elaborated idea will help you, since a public project generates expectations on people. QUICK_EDIT

i'm currently reviewing the code, and files of CandC remastered.
In the same time i'm trying to extract files and graphics from Dune 2 / Dune 2000 / Emperor for Dune.
I think i'll have a pdf ready in 10/15 days, i'll post it on the forum.
The only concern i got is on rights, i dont know if i have the right to use old models from Dune games... I'll try, but maybe i'll have to redesign models.
*Quick edit * : Dune 2000 is apparently an abandonware, it mean it can be played for free, and its the same architecture than Tiberian sun and red alert, so its totally doable. The only concern is : even if its an abandonware, can i use model from dune 2000 and post them in this forum, and on steam workshop ? *

Rights? Look... the intelectual properties for any Dune related material still belongs to those who own the Dune franchise. And when I mean franchise, I am not restricted to games. I also include books, movies and anything else that has any Dune material on it.
So, no, we do not have the intelectual rights. What you can do is a satire of Dune, a Dune interactive fan fiction (in this case, a game fits this description). You must explain that you do not own any IP license of Dune franchise nor any formal authorization, which is really a fan fiction and that your work has no relation with any official Dune material. If whoever owns the Dune franchise get it touch with you with a cease and desist email, you should obey without questions. If it never happens, then things are fine. QUICK_EDIT

I managed somehow to find old tools used for Emperor for dune,
i started to extract 3D models of units from Emperor for dune,
i know where texture are...
Extracting 3D model from XBF file can be done, i dont know exactly how to make a unit from this...
Do i have to take screenshots in 8 or more orientations ? I'm a bit lost
Its a lot of work i think , and i'm not a graphist, but i'll try to make a unit and upload it into a mod.
