I found out that if you put this in your super weapons settings:
[FirestormSpecial]
Name=Firestorm Defense
IsPowered=true
RechargeVoice=00-I162
RechargeTime=1
Type=Firestorm
SidebarImage=FSTDICON
UseChargeDrain=true

And this in your general settings
ChargeToDrainRatio=300.00
DamageToFirestormDamageCoefficient=.1

You can then turn it on/off at will. #evil
