They adds/removes tiles to the 'hidden' occupancy list at offset from where building is placed.
The question is, what are the default tiles I'm adding/removing?
How does height come into play?

In most cases you can "fix" the occupation cells by fiddling with OccupyHeight several less than Height. For example a Height=11 building may need OccupyHeight=7.

The Add/RemoveOccupy is to adjust from there, so if it has a spire or feature on top you want to include without raising the base height, or likewise a tapered building that doesn't hide the full width of it's foundation.
