BuildLimit error?

So I wanna build Mental Omega Device [MODEV] ingame so I edited the rulesmo.ini, I added the 'BuildLimit=1', but when ingame, it's unlimited.
(The same thing happened when I tried to build Psychic Amplifier [NAPSYA] in YR.)
What's wrong with the BuildLimit?

Check if your changes are taking effect, your INI file may not be getting loaded.  Otherwise BuildLimit works fine.

Try to remove the only unnecessary code, "Insignificant=yes"

Insignificant prevents the game from keeping up with the unit correct? Could be causing your problems.

Insignificant is also for scorekeeping, losing it isn't a loss. Not sure how much logic is attached to it though.

Ares SuperWeapon AITargeting will ignore Insignificant units

Removed the Insignificant part and it worked, thanks guys.
But may I ask how to deal with the Cameo? I use the .shp file and it's all pink (wtf?)
