Here are my observations after digging into the new patch.
Files that have changed in the patch:
Change the game exe files.
Changes to the included community map "Tournament Ore Rift"
Changes to CONFIG.MEG, SFX2D_ALL.MEG, SFX3D.MEG, TEXTURES_COMMON_SRGB.MEG and TEXTURES_SRGB.MEG.
Add the map editor source code.
Changes to the source code. (which can be seen at https://github.com/electronicarts/CnC_Remastered_Collection/commit/fd05be35c1ee5dfcb6143ddcc79f16b74a8ce8a5 )
Changes to the license agreement files (IANAL so I wont even pretend to know what was changed and why but something did change)

Changes in the meg files:
A bunch of changes to the UI files.
Add artwork for the new beacon system.
Update the preview texture for the "Tournament Ore Rift" map
Update the MT_COMMANDBAR_COMMON file (large texture with all the purchase icons and a lot of other UI graphics in it)
Add new textures RA_UI_LOADSCREENFRAMES.DDS, UI_LOADSCREENFRAMES.DDS and UI_MAINMENUBG_02.DDS.
Update the string table text files.
Add entries for the beacon system sound file to SFXEVENTSNONLOCALIZED.XML
Swap multi2 and multi6 colors around in CNCRATEAMCOLORS.XML
New settings in GAMECONSTANTS.XML for TacticalScrollSpeeds.
Settings in GAMECONSTANTS.XML to allow you to disable legacy graphics in your mod (CNCDisableLegacyGraphicsOption), enable customizable hot keys in your mod (CNCEnableModHotKeyGameCommands) and to allow more players in TD (CNCTDMaxPlayers)
Changes to INPUTTRANSLATORCONFIGURATIONS.XML to some comments around COMMAND_CNC_DEPLOY_SELECTED_MCV as well as adding COMMAND_CNC_TOGGLE_BEACON_MODE, GAME_COMMAND_CNC_MOD_COMMAND_1, GAME_COMMAND_CNC_MOD_COMMAND_2, GAME_COMMAND_CNC_MOD_COMMAND_3 and GAME_COMMAND_CNC_MOD_COMMAND_4.
Changes to INSTANCES.XML to update some TD maps for 6 player support and to add Mobius_Tiberian_Dawn_Multiplayer_Placeholder_Missing_Map and Mobius_Red_Alert_Multiplayer_Placeholder_Missing_Map entries (not sure what those are for though)
Change MOUSEPOINTERS.XML and MOUSEPOINTERSX2.XML to add an entry for the new beacon feature's mouse pointer.
Change FACTIONS.XML to add an entry for UI_Local_Replay_Load.
Change SLASHCOMMANDS.XML (not sure what that file is or why it was changed though)
Change COMMON_VFX.XML for the new beacon art.
Add TDR_SFX_BEACON01.WAV, TDR_SFX_BED2.WAV, TDR_SFX_XPLOBIG4.WAV and _BONUS_CONTENT_AUDIO_TEST.WAV to the meg files (TDR_SFX_BEACON01.WAV is for the new beacon feature and the other 3 were accidentally removed in a previous patch)

I see no changes to the map editor beyond  those mentioned in the official patch changelog (and now that its open source people can change it however they want Smile

Changes in the hotfix patch:
Source code changes as per

Change the game exe files.
Add 2 new community maps (Tournament Middle Camp and Tournament Desert).
Change CONFIG.MEG and TEXTURES_SRGB.MEG
Change the map editor so it will correctly recognize "no" and "yes" as vaid for bool values.

Changes in the meg files:
Add preview images for the 2 new maps.
Add to CNCMAPPREVIEWDATA.XML and INSTANCES.XML for the 2 new maps.
Update the string table text files.
