How to make BuildingType reduce TechnoType BuildTime

I'm positive there was a way to allow a BuildingType reduce Types' BuildTimes.

I had the idea that the Industrial Plant reduces not just Cost, but also BuildTimes, somehow.

Like, BuildTimeAircraftMult but not on a per-Country basis, a per BuildingType-basis.

Is this possible yet?

Not at all what I wanted.

I wanted something like the Industrial Plant bonus: a Multiplier activated and customizable on a per-Building basis.

Like, NAINDP still gives the 0.75 Multiplier, and another, different building (that is not a Factory of any Type) gives a 0.95 Multiplier.

Use the "Industrial Plant" as a negative prerequisites to disable the unit & then replace it with a copy that builds faster.
