Subject description: Stuck at getting MCV to build

Hi. So if you guys remember the mission “Mutant extermination”, our of boredom I decided to see what it would be like to have them as a playable side to give myself a challenge (they don’t have access to ALL THE TECH of the other sides). So I changed the ownerships of some units that forgotten had scavenged from NoD and GDI along with  mammoth tanks plus added the country statistics/house. The faction shows up but when I deploy the MCV the GDI power plant shows up like it normally would to get a bases started except It’s grayed out/not building when I click. Any tips? I’m not looking to do anything advanced (yet) I’m basically using what’s already in the game but just switching things around so when I’m bored I can play as the forgotten in a skirmish.
