Was there any plans to include China in a Red Alert 2 esque Renegade 2?

I'm basing this on the concept art of a Soviet cyborg that's wearing what looks like a "Rice hat", similar to one of the Japanese RA3 infantry units.

It seemed like the Soviets were going to re-invade America?
Then you could shoot down a statue of a giant meatball down the hill for shits and giggles and camp.
