I was looking for the file formats of VXL and HVA and all I could find is this:

Is this correct or is there an updated description somewhere else?
Also, other than digging through the source code of existing tools, can someone point me to the exact file format of .HVA, since it's missing from the above documents?

There once was a thread on Sleipnirstuff on a "Brief explanation of how WW's voxel format looks like" (linked in the page above), but Sleipnirstuff is now gone. You might be lucky and find something via wayback machine.

the wayback machine has all of 1 snapshot of that thread, and it's from this year. So no, I don't think he'll find anything there.

I suggest looking at the OS HVA Builder's source code.
