I'm trying to make a map full of connecting bridges but it takes me hours and sometimes days trying to edit  just one because of all these white spaces that show up when trying to fix the height.

Is there a way to select an entire section of ground and simply raise or lower it without these errors ?

Short of setting bush size to 10x10 and raising large chunks that way. no.

Like this section here takes hours to fill up and still no way of doing it without impass errors

I followed this tutorial but when I use the same tool it does not work.

I there another version of this editor that does this properly ?

in final alert 2, press the 'd' key to toggle in and out of "depressed tile mode" and you can edit tiles
that would otherwise be hidden behind cliffs.

It looks like that you are not filling corners of cliffs with the right cliff tile.

I am trying to understand what you are asking about?

Are you asking about the white space? That is from levels of height.
