Yea, the clouds are seperate, i bumped the earth and the clouds seperate, and it is just slightly offset from the surface, giving it a volume feel. I also used a reflection map to make it only reflect off of the water, and not land.

Fractals, clouds in photoshop, noise filters, any filters/effects really, random height terrain generation, stuff that is actually generated by a computer.
