Can Tank cast skills same as RPG game ???

can I make a TANK, while players select this TANK----->supper weapon will appear (EX: Ion cannon),
but while players don't select this TANK---->supper weapon will disappear (same as F skill in RA 3), still hide cooldown
while players select many TANKS or other UNITs----> only the first TANK--->show supper weapon
while players select this TANK to cast supper weapon (EX: Ion cannon), must add cast range from position of this TANK
I think that is RPG TANK

No, and it sounds like a terrible gameplay mechanic anyway.

You're going to have to select your tank and do nothing for 2min in the middle of a battle? You're going to watch your army die just to fire off a superweapon?

Alternately, if nothing is happening, no tank battles, then how is this different to a normal superweapon?

select my TANK, SW will ready in table (not active), players wil use it (or not)

It's possible with either Phobos or DP but you can't tie a SW to a hotkey, the closest you can do  is make it triggered by ammo so the tank can continue firing normally while waiting for ammo/SW cooldown.

TANK--->Weapon triggered by ammo by CTRL---> after fire once--->still fire that target, and still fire that weapon
---> if TANK will become normally after dont press CTRL---> well done
