The magic/fantasy genre is usually based around a more primitive technology era or setting, heavily armored tanks don't fit well in that paradigm... and I would surmise that people don't want to ditch tanks for their mods.

I think "magic" fits into C&C much better as supernatural weapons projects/divisions of existing forces, than as a force of their own. Yuri and especially Yuriko are essentially "mages", nothing speaks against making another psi-themed character who can't mind-control or telekinetically throw things around, but instead attacks with a magical cherry blossom storm. Get inspired by the psychics of X/1999, call her Sakura, add her to your local variant of the "Asian Alliance".
