Why would this use IonCannon Logic and need ARES ?

It's perfectly doable on original RA2YR without the need for anything external.

I'm using Strom Tanks in my old versions of my mod and I'll keep it in the new one too. I made all variations of strikes, from single to multi and with spread logic also (more bolts spread for elite weapon if there are many enemies around).

I'd say there is no need to overcomplicate things.
