That file is rough01.tem which is found inside the isotem.mix, you can extract it with XCC Mixer. To make a flipped version you'll also need the rough06.tem file too.

First open rough01 in TMP editor, copy & paste the tile into an image editor & flip the image. Then open the rough06 file (use this one as the tile is already the shape you want) & paste the flipped image over it. Save it as a new file with a new name, rougher01.tem etc.

Extract the temperate.ini file from the local.mix, open the file & find the section with FileName = Rough. Make a copy of that section & paste it at the bottom of the ini file. Change the section's name [TileSet0***] to the next available number. Change the SetName to Farm Crops 2 etc & the FileName to rougher (or whatever file name you used). You can change TilesInSet to 1 if you only plan on adding that one tile, it's recommended to set it to 99 though.

Note that the game use a strict tile numbering system for organizing map tiles so you can't increase the amount of TilesInSet to existing tile sets (Such as adding rough11.tem to the original Farm Crops set etc.). Doing so will break every map already in the game. Which is why it's recommended to set it to 99 so you have lots of room for extra tiles in the future.

This TEM file won't open in paint shop pro and the TMP editor doesn't provide a conversion to image formats and SHP Builder sez OPEN SOURCE SHP BUILDER 3.38 IS UNABLE TO OPEN THIS FILE FILE.

So how do I get it into PSP ?

Open the file in TMP editor right click on a cell, select copy > complete.

In PSP open a new file & paste the image, then edit the image however you want.

Once done copy the image in PSP, go back to TMP Editor & again right click on a cell, select paste > complete.

You can also use the Load & Save options in TMP editor to import/export an image, but it's generally quicker to just use copy & paste.

Note that when using copy/paste or Load/Save both the before & after image needs to be the same dimensions or it wont work.

Along with the copy/paste > complete options there are also;

    Image which will copy/paste the just the cell of the tile you right clicked on.
    Extra Image This is used to add an extra image outside of the normal cell shape.
    Z Data This is the depth information for the cell.
    Extra Z Data This is the depth information for the extra image.

You'll only really need these other options if you making a tile with a completely new shape, so dont worry about them for now.
