Subject description: How do I actually install Ares and start modding?

It's been well over a decade[1] since I last really did anything mod-related but the itch has been there the whole time, and I want to play around with Ares.

However, I'm at a bit of a loss as to exactly how.

I have: the EA App version of YR with CNCNet on top. I have made a separate copy of the whole directory and installed Launch Base into that new separate directory.

The Ares website says to get LaunchBase instead of installing Ares by itself, but I can't figure out how to install Syringe and Ares and all that stuff. Or, really, where to even start making a mod.

Is there a guide for doing all this somewhere?

Also, is there a migrated rulesmd.ini anywhere? Or, even, since I'm starting so very fresh, a handy base rulesmd.ini anywhere?

[1] Honestly I'm a bit embarrassed to even use this account. I did most of my posting in middle school and I feel like a very different person these days, and I shudder just thinking about idiotic teenage me... Embarassed Nice to see so many familiar faces are still around, though.

LaunchBase isn't required for Ares & hasn't been supported/updated for about 10 years.

To install Ares simply copy the Syringe.exe, Ares.dll, Ares.dll.inj, ares.mix & RunAres.bat files into the Red Alert 2 folder. Make sure you have the correct Microsoft runtime files installed (there is a link in the Readme file that came with Ares, along with more detailed installation instructions). To use Ares click on the RunAres.bat file to launch the game with Ares.  

Ares doesn't make any changes to the Rulesmd.ini file. If you want to add any of Ares's new features to the game you'll have to add the new code to the rules yourself. You can find documentation with more information on Ares's new features here

I was mostly thinking of the necessary migration stuff mentioned in the Ares documentation. But, in any case, thanks!

The migration guide in the documentation is only needed if you are updating your mod from an old version of Ares to a newer one. If you are starting a new mod with a vanilla copy of the rules then you dont need to change anything.
