After months of working on this, I still have no understanding of how to get buildings in game properly. I have lots and lots of buildings that I started and just need a partner to get them in game for public release.

I will create the buildings, the damage and the garrison frames, the rules and art codes.

Understanding how to get the debris to show properly and for the buildings not to have those little blue dots at the bottom.

Turn on RA2 Grid in the toolbar when you are editing to center things properly. The debris is easy once you know that, you just have to be in the right iso*.pal when pasting the image, keeping in mind the background colour is different, so the source art has to be updated, or you have to replace the colour after the fact in SHP Builder.

The blue dots/artifacts at the outlines is generally due to blending, most often caused by shrinking artwork. There's no shortcut, you have to manually fix a lot of art errors by hand, use the line tool in SHP Builder with the background colour selected, and clean off anything that isn't right. Even the best of us have to revisit and clean up old art we've made more than once.

Debris frame uses different palette from the other frames, as G-E has already mentioned.
