I made it a while ago, and totally forgot I had it. I couldn't find any use of it, so it was lying at the bottom of the dark dusty pit of forgotten assest.
The foundation is 2x2, tho it is not exactly centered, it looks nice in my opinion nevertheless.
I remember making it from one screenshot, so the buildup and the shadow are not flawless.
The icon is an ingame image, I have no clue where the shadow wandered off there.
Your shadow is really bad, you should see my tutorial about making them....

So, I gave it another go and now it is 2x2 cells and a bit bigger also (original size)
-The buildup is remade from the GIF, as SHP builder was closed acceidentally instead of RW Paint. But it's not like it matters that much for a 7 frame buildup anyway. It's a bit darker, but in RA1, the buildings were just plain grey during construction weren't they.
-The shadow is a bit better now (if not worse), but I got tired of doing it, I was messing around with it for like 2 hours and a half. Will look at it again when I get the energy and time.
-Buildup is smoother.
-Contains snow buildup.
-Snow looks better.
-I added a new cameo with both text and no text.
-The gaguard.shp is now the arctic, and ggguard.shp is the temperate version.
I think that's all what's changed.
