How do I set this up so that when the power plant is destroyed, electrical bolts fly out ?

In a visual way like how the Tesla Reactor explodes or like a death weapon that's like tesla sharpnel?

The former is just a particular animation appended to the building's Explosion tag called "tstlexp"

If you're talking about the latter, then that's a bit more complicated. You might try playing around with death weapons I guess? The shrapnel effect is attached to the projectile. Every forked tesla weapon has a projectile type called "ElectricBounce" with sharpnel weapons attached to the projectile that represent the forking lightning.

DeathWeapons do not trigger their projectile, they simply detonate the Damage/WH. I don't know if using a weapon on an animation with Ares installed will trigger that weapon's projectile, but it could be that it does. In that case, the building can be given an explosion animation with a weapon with a projectile with a ShrapnelWeapon with ElectricBolt tag.

ShrapnelWeapons don't proc when a projectile detonates on empty ground, though, and this DeathWeapon would in any conceivable situation detonate on an unoccupied cell (which has just been vacated by the structure). With Phobos installed, you can customize projectiles to make their ShrapnelWeapons proc also on empty ground.
