I did a search for the GeneticConverterSpecial, but cannot find the weapon or warhead that it uses.

I guess a proper question is: can you make a unit like a mutator tank or a turret that fires and mutates units ?

Of course; using a warhead with an InfDeath (or, with Ares, InfDeathAnim) with an AnimToInfantry/MakeInfantry setting.
