Don't know any such mod, but Kilkakon's "Dawn of Tomorrow" total conversion for Tiberian Dawn does add like, concrete slopes and large asphalt roads and such.

Actually, I do remember some terrain expansion mod for RA1 added stuff like that too. Might just have been called "Terrain Expansion", in fact.
