I don't know why the Soviet AI's in my mod always build an extra Nuclear Reactor, though I set BuildLimit=1, AIBuildCounts=1,1,1 on the building. They even ignore AIBuildThis=no, and manage to build one.
How can I solve this problem?

Maybe you have two buildings that use the same image

or the building uses "IsBaseDefense=yes"
and "Insignificant=yes"

Check its ID if declared in places like NodAdvancedPower. AI has mechanism to build power plants or advanced power plants (when it could build), to make up for power shortage.
