is there any chance I can make units load into an amphibious transport while it over water?

Don't SEALs/Tanyas do that already? If not, then I seriously doubt anything can be done to fix this.

(I do know that the beached transport (amph transport which can go onto water and shore tiles only, and units which can go onto land and shore tiles only) can successfully be loaded while on the shore, but I haven't tried that in water.)
