Obviously this is YR changing my monitor's frequency. Is there a way to force it to use a specific refresh rate? Such as 70Hz?

I guess not. It stays at 60Hz which is a torture to our eyes.

hmmm
doesnt dx9.cpl enables sync refresh that forces
desired refresh rate in games ?
