They are two different aircraft.

Well it is a robot dog technically.. but I've never heard of different versions (i.e. MK1, MK2), just the one Chitzkoi. I'd say that Chitzkoi would have been scrapped for the more effective Terror Drone. Take a look at it this way:

Normal dogs, not cybernetic ones can be easily trained and birthed than to spend expensive material to create a cybernetic dog.

AFAIK Chitzkoi is not in mass production.

Now at the end of RA1 with the end of Stalin, the plans to the Chitzkoi were probably hidden. It's AI could have influenced the Terror Drone's coming into being during Romanov's regime. The normal dog anatomy for this would make it slow, and it hardly hands any anti-tank weapons. As such I believe that Chitzkoi was scrapped for the Terror Drone-

The Terror Drone is more faster, gives a sense of unnerve and is more suited to hunting tanks and infantry alike. It probably costs the same to build a Chitzkoi as a Terror Drone. AFAIK theres only 1 Chitzkoi. The Terror Drone is probably more better than Chitzkoi, save for the running up cliffs, but the Terror Drone is just more suited to it's job.

And.. I don't like the cameo. Take more looks at Cybernetic eyes, and then try to implement it onto the dog. Use Photoshop (if you have it) to it's full extent if you can.
