currently it is imposible to add it with out the modsdk
but in the map editor under soviet campain buildings/units is a soviet war factory which builds tesla tanks rather than hammer tanks. this can be placed on a map (in the map editor) and captured(in game) allowing the production of tesla tanks. there may be a way to replace the war factory with this one but i do not no.
