you must be kidding.... XCC MIxer or PSP... Tratos also did a tutorial on resizing RA2 SHPs to TS using PSP8.

Is there a way to resize Shp's to just be smaller with XCC Mixer? Infantry were always too big in games after RA.

yeah, right-click on the .shp and click on Resize, but i recommend you guys not to use this method, the quality sux big time... best way is to convert to .pcx and resize frame by frame...
