Definitely keep voxels for ReWire. I know, RA2 ztypes up with the way units are lighted, but I much rather see them tilt while driving up and down slopes (don't forget voxel debris, rocking vehicles and crashing aircraft).

voxel debris and crashing aircraft both still work even you use shp unit.

only real problem i found for full shp mod is the game wont allow you use shp as aircraft unit [but it still allow you make balloon hover unit]

This compare for your consider
[Shp]
+ you can make attack , move Animation [you can make ex-trust effect while your balloon aircraft flying for example ]
+ the unit detail Look more clean and smooth than vxl
+ Easier to make and you don't worry about game lighting
+ the unit look more Fit with the building , infantry than vxl
- you can't use many logic that vxl can.
- you can make aircraft unit [but balloon hover, jumpjet still work]
- your vehicles cant rocking or driving up and down on slopes
- Shp can work only 8 direction[ but turret part is 32 ]
- Some Special effect doesn't show up [ chaos drone effect for example]

[Vxl]
+ Allow you use most logic in game engine
+ Can driving up and down slopes
+ it can be look a lot better than shp if it get made by good hand
+ Aircraft unit work normally
+ 3D alike direction
- hard to make it looking good
- your trace vehicle just slide on ground when it move [however we all know it not big problem]
- doesn't look fit with building , infantry as shp
- Support only few animation
- animation part of vxl doesn't creation shadow.

but since this project is TS Remake i suggest you make it as real TS by mixed of SHP and vxl i cant see any reason to using full of shp or vxl on this mod. [ except you cant find any voxeler that can work as your want ]

then i cant see anything to worry about if you use custom made engine.

there is no point to use vxl since you can make it support real 3d model [that can create more easier and support 3d card and look better than vxl with better texture detail].

and if you made with custom engine why don't you change camera angle to another view [same as starcraft of example] that will perfectly solve your shp unit vs slope problem.
