Well I've been thinking, is it possible to make tech levels, it is, but the hard part is the editing of the interface in the skirmish and getting that to work, other generals mods have had it so you can select the money you start with, but they've never had it so you can select your starting tech or upgrades

tech level will be like upgrades which u cant build. they r just there at the start of the game. there will be 10 upgrades

TECH_1
TECH_2
TECH_3
TECH_4
TECH_5
TECH_6
TECH_7
TECH_8
TECH_9
TECH_10

but modding will be different than it is in tiberian sun. techs will be a requirement and not just a level.

for example, light infantry require TECH_1 but MKIIIs require TECH_10

tech levels will be made as a starting upgrade in the start of the game, thats the hard part is to make it be a starting upgrade

if you have TECH_7 you will need TECH_6 and TECH_5 and so on. other wise you will have the new units for TECH_7 and none of the units of the lower techs.

if it isnt possible to make tech levels start at the game in a skirmish they will be for singleplayer maps to make things easier.

Could always try and use the Generals point system. See if it is possible to make a research building produce points which u can then use to upgrade... though maybe try and make this able to be turned off as this would make the gameplay slower..
