does anyone for sure knows what is maximum absolute (that works)
value for CloakRadiusInCells= (for sensors) ???

yes, I checked modenc, nothing says there
and I remember in past when I still used sunedit2k that with 512 and 250 values
(yes I wanted whole maps to be covered) game produced certain limit
somewhere between 200 and 230 (not sure)
and even if that laser line "scanned" whole map
a big parts were not revealed/sensored

I'd suggest to make a map in FinalSun at the largest bondries it can go (or the largest you intend maps to be) and place the structures in the center and see where the radius maxes out or even if it does indeed max out at all.

IIRC it maxes out at 255, although I can't remember where I originally got that limitation from (in other words, correct me if I'm wrong).
