There is a mod somewhere which added a rain animation.

To add rain you'll need to do it via map triggers so you'll have to do it per map.

Or could make it an invisible building animation or AttachEffect using Ares and place buildings all over the map.

I once added rain to my mod, but it was short lived, as map wide rain storms causes lag. That said, I still use a similar method to have my Ion storms spread tiberium. kenosis made it possible though. As doing it on a per map basis, that already exists in the form of MLEP.

I found rain effect, got a problem but still. I added effect, and added trigger,event,actions... effect is not working, why ?

IIRC Play anim asks for an index, not for an ID.

It does. Index as in the (zero-based) position of the particular animation in rules(md).ini Animations list, in case you're not aware what that means Wolfsangel.
