heres one whatever question
within maps (missions) you can change Rules, some AI things, AI Scripts
BUT what about art.ini entries ?

what if for example in one mission i want to use EMP as "EMP"
and in another EMP as a Nuclear Rocket ?

does TS/FS allow this coz I haven't seen in map entries this...

Art.ini can't be done, you can make new code in the Art.ini and use Rules code to edit the EMP weapon to the new one though.

art.ini is for graphics. This however would be a rules.ini edit, by changing the weapon/projectile/warhead code and thus perfectly fine possible to do in a map.

Remember you can use the Image= tag, which calls upon different existing values in art.ini.
With some creativity, you can use it to make some cool stuff
