Make clone buildings for Ai that use Buildings with art without buildup animations if I remember correctly.

Forgive me if its just ancient memory, but I recall an IQ section g in the map and rules .ini that controls this.

This works, or simply use Unsellable=yes. But that does sound like a detour, there is probably a much simpler solution that involves AI settings.
