Andrewmarley has been posting Civ3 mod units for our use. I'm pretty glad we have someone bringing us new infantry to use.

open the SHP in SHP Builder\Tools\Misc\Sequence (or press Alt+G in SHP Builder) and create your own sequence.

Alternatively read the comments in art.ini how the sequence works.
It's not hard. You only have to keep in mind that SHP Builder starts counting from 1 while the game is 0 based.
