Is there a way to make infantry inside a civilian building will not go out when the building in question reaches condition red?

I want to make certain buildings that are garrisoned will not eject infantry when that building reaches condition red.

Like the Soviet battle bunker? If I remember right that's because of TechLevel or AIBasePlanningSide I'm not sure

TechLevel above -1 does the trick. However be wary that the civilian buildings do not have appropriate artwork for damaged & garrisoned state in form of a extra frame and would almost certainly end up displaying the rubble in such state.

Rubble frame always has to be the 4th, doesn't work if there's no garrison frame.

That's what Starkku is saying, rubble frame is 4th and for the Battle Bunker, the rubble frame is the damaged while garrisoned frame (4th). You would have to manually change every civilian building's 4th frame to be a garrison, then use Ares' advanced rubble if you still wanted rubble.

Well NABNKR still has the first 3 frames in correct order, only the 4th frame isn't rubble like normal. To make it follow standard occupied rules, would be a rather quick job to make a rubble frame, and save a version for each theater.
