The model was not centered properly in the canvas which was throwing everything off. I fixed the canvas sizing and properly adjusted the Voxel Offset on the turret to display properly ingame.
That said, your particular issue may involve more than just that. Make sure your unit's section in artmd.ini isn't using any sort of TurretOffset= maybe?
