Red Zone clouds?

Does anyone know how to enable the red zone clouds?

I think it's Edit > Select Cloud Texture but theres no textures to select.

If you want the ion storm effect you can go to map settings and choose I think its storm.

and what about the cloud projection ?
i mean the one what being projected on the terrain it self ?
is there any way to change those ?
