Hover Tank: Your early game anti-armor unit, has the ability to hover and is armed with both a small anti-infantry gun and anti-armor cannon, effective in large groups and early attacks.
Note: This unit is unable to move during Ion Storms.
However, in game, I am unable to build Hover Tanks. I believe that I am having a similar problem with the Orca Immobilizer.
Have the Hover Tank and Orca Immobilizer simply not been implemented yet, or is something else going on? QUICK_EDIT

Yes, I forgot to disable them from being obtained in crates, this has been fixed already. Any how, In the staff section we are discussing a new unit for GDI to fulfill the additional hovering unit role effectively so it doesn't overlap any other unit roles (which the hover tank did, hence why it was removed). This is probably a dumb idea, but since the Disruptor seems to exist within the TI universe, why not make the third hover unit something like a Shatterer/Hover Disruptor? Perhaps, however, it could have to deploy to fire, making it more of a mobile turret.
In fact, one fairly dumb idea would be a Mobile Disruptor Turret which has to deploy to fire, but uses the Jump Jet locomotor.
A slightly more serious idea would be to make the Mobile Sensor Arrays hover or jump jet units. QUICK_EDIT
Believe it or not, a long time ago we had both the Disruptor and the Railgun tank implemented, in order to make their roles differ from one and other we decided to make the Disruptor a hovering unit (As you just suggested), but that still caused overlapping roles so we scrapped the Disruptor from GDI's arsenal and gave it to GloboTech (Also known to the staff as: TI's Scrapyard). The Mobile Sensor array idea is definitely interesting, it would definitely make use of the extra hovering unit slot. Thanks for the ideas and thoughts, we'll be discussing it. QUICK_EDIT
