Few issue's
Subject description: Eclipse Heavy Tank and Scatterpack
Is it just me, or is Nod better than GDI because they have artillery units and GDI lacks them (and if you siege with Disc Throwers and Goliaths who have the largest range (bouncing grenades), you'll be slammed by heavy vehicles, especially Eclipses which can go toe-to-toe with Railgun Tanks. Eclipses seem only balanced if there are Ion storms on a map, otherwise they seem to powerful...
Also, the Scatterpack Medium Walker is too cheap. It is better than the Nod flame units. It kills large infantry formations easier with it's heavy chainguns, it has longer range, it has more firepower against light-armored vehicles, is faster, has anti-air capability and costs only 700 bucks. Wtf.
It also outclasses the Kazuar by a large margin.
Otherwise Twisted Insurrection looks fine in my opinion... The AI is a lot stronger as in Tiberian Sun ! QUICK_EDIT
For the artillery issue:
Use, as GDI, aircraft to destry these. Nod has not many mobile anti air units, and the artillery needs a long time to undeploy -> you should get them before they can burrow _________________

Don't forget that the Nod flame tank is a hover unit. In my opinion it could be stronger against structures, but the Scatterpack is fine. It's also meant to outclass the low-tech Kazuar (although the useless Kazuar icon in the sidebar does irritate me a bit lategame).
As for artillery issue, it's often easy to take Moles out by using EMP (or Orca Immobilizers) and then destroying them with some Orca Bombers or basic ground units.
I'm not sure about the Eclipse. I think it's fine against GDI vehicles, but in online matches it has often been the only ground unit (excluding moles) a Nod player builds.
In my opinion Nod might have a small advantage currently in TI, and only small. Mostly because I feel having more money as Nod in many maps (probably because of their faster harvesters, although GDI harvesters can carry more tiberium, their advantage might not be large enough compared to the speed of Nod harvs) and because of the Banshee Bombers, which reload too fast. _________________ CnCNet Client | CnCNet TS patches | More Quality-of-Life Improvements for RA Remastered

GDI Don't have an artillery unit, no, however, the MLRS Walker is their suppression unit which outrages all base defenses (other than the Obelisk of Light) and every other unit (other than Mole Artilleries), so those are your best bet for long range attacks as GDI. Don't forget that as GDI you have EMP at your disposal too, both Immobilizers and the EMP Cannon.
On your point about Eclipse tanks, they are good units but don't win head to head with a deployed Goliath or Railgun Tank.

As Rampastein said, but Scatterpack is a good unit but has its weak spots like all other units, it doesn't have very long range and is lightly armored, plus when in comparison to the Inferno Flame Tank, the Inferno has hovering abilities and is more effective against structures than the Scatterpack. Making the Scatterpack more effective against structures like I just read would unbalance it.
Kazuars are also good units, I admit there isn't much need to buy them when Scatterpacks are at your disposal, but they make good scouting units and are best to throw in with groups of Goliaths as Scatterpacks are a source of friendly-fire, though that's all down to players taste. QUICK_EDIT
Ah I see, my mistake. I think the damage an Inferno can inflict on enemy structures is fine to be honest, I have used 3 of them in some online rush tactics winning me games in the past, a good few of the staff members will tell you that. QUICK_EDIT

Yay, yes, because it was a rush and no one was prepared Try that again!^^
Nah, I actually think it as balanced. If smth is useless, then the light Infantry... _________________

Probably Immobilizers / EMP cannon are too high tech but work quite nicely after tried playing around with those
Another thing I don't like is that Medics are Globo-tech now... considering every self-respecting army has Medics nowadays. But this has more to do with realism than with gameplay, alltough the Globo-Tech Medic is quite useless due to the fact you'll hardly ever get it outside of campaign, and when you eventually get it, your infantry doesn't have much of an use anymore - you're already using mainly vehicles which you can repair at a Service Depot in your own base... _________________ Tales of War QUICK_EDIT
